In this video, Joe Wolverton, JBS Constitutional Law Scholar, responds to claims by Convention of States (COS) that the 1787 Constitutional Convention was not a runaway convention. Among other points, he notes that the state delegate commissions and the Confederation Congress’ authorizing resolution acknowledged the original purpose of the convention was to revise the Articles of Confederation, and that the convention violated these limits by drafting a new constitution.
